Rick Harb graduated with honors from the University of Florida before receiving his law degree with honors from Florida State University and his Master of Laws in Taxation from the University of Florida. A Tampa native, Mr. Harb joined NG&N immediately upon graduation and has practiced exclusively in public finance ever since. In that time, he has served as bond counsel, disclosure counsel, underwriter's counsel, bank's counsel and borrower's counsel for a wide range of governmental and nonprofit clients and routinely handles related complex federal and state tax and securities issues. Mr. Harb also serves as NG&N's in-house tax counsel. His representative experience includes transactions for public and nonprofit healthcare and senior living facilities, public and nonprofit educational facilities, transportation and airport improvements (including tolled expressway systems), and other 501(c)(3) and general governmental projects. Mr. Harb has particular expertise with tax-exempt charter/private school financings, having served as bond counsel, disclosure counsel, underwriter's counsel, bank's counsel and borrower's counsel on dozens of transactions for the benefit of over 65 schools across Florida. He also regularly serves as bond counsel, disclosure counsel, underwriters' counsel and borrower's counsel on transactions for public and nonprofit acute-care hospital systems and senior living providers, including financings for startup and existing life plan communities and transactions secured by derivative instruments such as interest rate swaps. Mr. Harb has been a featured speaker for the Florida Bar's Public Finance in Florida continuing legal education seminar, the Florida School Finance Officers Association Conference and the Ziegler Annual National Charter School Investor Workshop.
